Cluster nodes not deallocated if qdel used too late

Description

On the clusters, if you qdel a job after Cobalt starts trying to run it (nodes are allocated, job has entered the "Prologue" state), but, presumably, before any tasks are launched on the nodes, the nodes aren't ever deallocated.
