test/mpi/perf/commcreatep fails with Hydra

test/mpi/perf/commcreatep failed with Hydra everywhere last night.

Running it manually, I find that it finishes instantly with MPD. With
hydra, it hangs.

This failure is occurring because the number of temporary arguments Hydra is internally maintaining is too few (200). The underlying reason is the same as ticket #682, so I'm resolving this as a duplicate.
