processes "nap" with --enable_thread=multiple and process affinity

Description

A user reported that his processes took a ~1 minute nap and took a long time to start up. He's oversubscribing the processors (with additional utility processes like license, recording etc) and using process affinity.

The problem goes away without --enable-thread=multiple.

This is a placeholder to remember to look into this issue, since it seems to me that thread-multiple shouldn't have this effect.
