Description

Anthony has kindly volunteered to write Fortran versions of the C test that I have written for the new MPI-2.2 MPI_Reduce_local function. This ticket is just here to track it so that neither of us forgets about the Fortran test.

I've attached an un-reviewed patch that implements the MPI_Reduce_local portion of MPI ticket #24. It doesn't implement the MPI_Op_commutative operation yet. However it does have a test for MPI_Reduce_local written in C. After a bit more polish and probably a peer review I'll actually commit it back to SVN, at which point I will update this ticket with the relevant commit info.

I've attached an updated version of this patch that should basically be the final version modulo any problems that might be discovered during peer review.
