admin tool to dump server state

We need an admin tool that shows us what operations are currently waiting in the request scheduler. Maybe a generic tool that shows stats about all the lists that we have too. This would for example show 20K sockets opened on the server in BMI, operations getting stuck in the sync coalescing in trove, etc.

(this sounds similar to a tool that Acxiom contributed once that would show the state of all of the state machines, but was never merged because the code needed to be cleaned up)
