Handle persistent IONs/CNs

Description

We currently assume that IONs and CNs will be rebooted between jobs. This is the case with Cobalt, but not necessarily with lower-level BG software. We should make our software work fine also when the IONs are not rebooted between jobs.

need further investigation but we need some work on CN Linux
