Generate Man Pages from `bcfg2.git/doc` Folder

Description

The ​document site should have an appendix with all the man pages in it. These should be the exact man pages one finds on a system with bcfg2 installed. Developers should not have to update the same information more than once. Sphinx can output ​manual page format.

QED: The man pages for packages should be generated from the content in bcfg2.git/doc and not come from manually edited files in bcfg2.git/man.
