Add RepoSearchPlugin to bcfg2 trac instance

Description

Now that some dev doc is only in svn, might be useful to add this trac plugin at some point, so all the doc remains searchable:

Now that the sphinx docs are up, the docs are already searchable. Another plus is that the search function in sphinx works _much_ better than the trac search.

WARNING! You need to establish a session before you can create or edit tickets. Otherwise the ticket will get treated as spam.
