Make default ConfigFile permissions configurable in bcfg2.conf

Description

I'd like for the default permission mask to be configurable in bcfg2.conf. For my purpose, I'd prefer it were 0444 instead of 0644 to serve as a reminder for admins to not modify the files locally. Creating an info.xml file for each ConfigFile? is both tedious and error prone.

Resolved in [82f49dd3f9fca03f1d364dec6b9c60c70c9ecc0d] (SVN r5308).
