bcfg2 should use the Packages/config.xml as the basis for configuring /etc/yum.repos.d/*

Description

Currently, usage of the Packages plugin requires redundant repository configuration for (1) within bcfg2's Packages/config.xml and (2) for the main Apt/Yum? repository configuration.

that would be good; especially if bcfg2 complains if it founds extra enabled yum repositories not defined in bcfg2

Resolved in r5996. The packages plugin is now a Connector and can be used in templates.
