bcfg2-info build should require files be in /tmp unless a -f is in use

From desai after I reported a problem on channel.

I did a "build hostname /etc/hosts" in bcfg2-info expecting to see the hosts file get built. Instead, the output of the build got sent to /etc/hosts and I didn't realize it at first.

build should require filepaths in something like /tmp or that you explicitly want something by passing build a -f flag (or something to note that you want to force the location).
