Debian packaging should make bcfg2-server usable after initial install

Description

Probably easiest method: (a) Make bcfg2-admin init work in a non-interactive mode (b) Call bcfg2-admin init from postinst if there is no previous setup

This may be needed to get 1.0.1 packages upstream.
