Permit combining Cfg and TGenshi directory trees

Description

It would be nice if the Cfg and TGenshi directory trees could be merged. That way, there would be just one place to look for the source to a configuration file.

Some initial testing suggests it would not suffice to have Cfg simply ignore template files and TGenshi ignore non-templates, because the generators do special things when a directory is empty. It looks as if you need to convince the "wrong" generator to ignore the directory entirely.

I proposed something to this effect on the mailing list probably over a year ago. See if you can dig up the post from the archives on how I proposed to solve it. Unfortunately work hasn't allowed me time to follow through with my proposal :(
