bcfg2-server -o doesn't log to a file

Description

The -o parameter of bcfg2-server has no effect.

The Problem seems to be that in the setup_logging() call in Component.py, the to_file parameter is not given.

This should be resolved by [d1c1b507251af414cd17c84df60131e80ce80439] (SVN r5627).
