Create custom selinux label for bcfg2

Description

We should create a custom label for the bcfg2 process. We also need to document the steps necessary (in selinux) to get the SSHBase plugin working properly.

Redhat appears to have done this for us. Also, SSHBase running with SELinux enforcing works fine.
