Implement 'reinstall' functionality for YUMng

Description

The note at ​https://trac.mcs.anl.gov/projects/bcfg2/browser/trunk/bcfg2/src/lib/Client/Tools/YUMng.py#L157 is wrong. Yum can reinstall fine. We should implement this to fix issues that crop up when verification fails.
