this should probably go in reports_reason please add a field with last modify time

We can't do this, since the reports_reason table is shared between interactions. I'll mention this to TimL as he is reworking things.

WARNING! You need to establish a session before you can create or edit tickets. Otherwise the ticket will get treated as spam.
